Requirements

The DFBA Requirements Branch captures, analyzes, integrates, oversees, and participates in the validation process of biometric and forensic requirements across the Warfighter, Intelligence, and Business DoW mission areas. The Requirements Branch also provides oversight and management of Service-validated forensic and biometric operational requirements and identify capability shortfalls and/or redundancies.

Within DFBA, Requirements Branch serves as the lead for facilitating and coordinating requirements and acquisition efforts. This responsibility includes supporting the delivery of materiel and non-materiel solutions. The Requirements Branch utilizes the DoW Biometrics Enterprise governance structure to coordinate and integrate common, joint biometrics requirements and to increase awareness of individual organization or military service requirements.

DFBA’s requirements repository tool supports web access for selected stakeholders and the traceability feature enables the management, impact assessment, and tracking of full-spectrum forensics and biometrics requirements efforts across the Enterprise, including awareness of funding and acquisition activities.

Core Objectives

  • Develop and implement an approved enterprise requirements and Capabilities Portfolio Management (CPM) strategy to identify and integrate joint, Service, combatant command and Agency forensics and biometrics requirements.
  • Track formal common forensic and biometric requirements generated through Joint Force Requirements Process (JFRP) and advise leadership.
  • Track Joint Urgent Operational Needs Statement (JUONS) and other rapid common biometric and forensic requirements and advise leadership. Support the transition from a Quick Reaction Capability to an enduring capability.
  • Assist combatant commands and Services with development and coordination of common biometric and forensic doctrine, training, and leader development and education.
  • Utilizes biometric and forensic governance structures to coordinate and integrate common forensic and biometric requirements, increase awareness of organizations and military Service requirements, ensure conformance to standards and eliminate redundancies.
  • Review forensic and biometric portfolios to support budgeting for common and joint programs within the portfolio.
  • Support the development Planning, Program, Budgeting, and Execution (PPBE) guidance for insertion of common forensic and biometric capabilities.
  • Provide advice and assessment on acquisition of forensic and biometric capabilities consistent with DoWD 5000.1 and DoWI 5000.2.
  • Support the development of acquisition strategies and activities across the enterprise for common capabilities.
  • Provide centralized management of changes to the biometrics authoritative repository through the chartered Configuration Control Board.

Execution

The Requirements Branch captures and validates defense requirements, strategically aligning investments through Capability Portfolio Management, and institutionalizing these capabilities across the joint force through standardized Training & Education.
